'Dire' Cuts Face Library

A proposed change in the disbursement of Regional Asset District (RAD) money to Allegheny County libraries will drastically cut nearly all South Hills library subsidies and in the case of Mt. Lebanon, lead to crippling employee and program cuts.

Mt. Lebanon Commissioner Dan Miller said if RAD disbursement formula changes are approved in June, Mt. Lebanon Public Library could lose up to $1 million in RAD funding over six years. "We are facing a potential crisis here," Miller said.

"Under this proposed funding formula, performance-based measures are not in the chart because Mt. Lebanon would be at the top. I'm not sure this was arbitrary. There might be someone out there who had an objective they wanted to fulfill," Miller said.

This should thrill the traffic calming folks. Without a fully funded library and all of its programs there should be a lot less traffic on Washington Rd.

Can we get a re-do on the well over $100,000 that we've spent or will spend on studying traffic on Mapleton and trying to time the lights on Washington? That's just about what the Library will lose per year with these projected cuts. It would sure be nice to have that money back . . .

According to the RAD website, the Carnegie libraries got
$17,600,000
+$2,452,000
-----------
$20,052,000

Doesn't the library system decide the distribution of funds to the libraries in the various RAD district communities?
Somebody explain to me how RAD determines the way the Carnegie Library system does its business.

Let me get this straight. When you go to the website http://www.clpgh.org and "click here to donate", exactly how does that money flow?
Does it go to CLPGH, ACLA, CLPGH then Mt. Lebanon Library, or
to CLPGH then Mt. Lebanon Library?
How does the Friends, of which I am a member, fit into this?
Will Friends money need to go through ACLA for fairness, also?
Do we need to give away bricks in the lobby of the library to other more needy libraries?
Very confused here.

I'm probably not the best person to try and clear this up, but the Carnegie Library, like the Mt. Lebanon Library, is a member of the ACLA which helps to fund operations in Mt. Lebanon (along with RAD dollars). The Mt. Lebanon Library is a NOT a member of the Carnegie Library family. If you want to contribute to the Mt. Lebanon Library contact the Libary itself.

There's yet another layer of bureaucracy.

The eiNetwork is a collaboration of the Allegheny County Library Association and the Carnegie Library of Pittsburgh. The RAD Works Here symbol is on their home page.
Does anyone have a flowchart of exactly how RAD money flows among the various groups into the individual libraries in RAD's bailiwick?
