Even though available on the Municipal website, it seems folks are not familiar with or may not want to deal with the fee discount process requirements in the Fee Discount Manual ?

Here's the Stormwater Credit Application.
Yeah, that Fee Discount Manual is obviously written to prevent fee discounts. They set the standard way too high. I wonder how many FDEs (Fee Discount Equivalents) it cost to have it written.
It should have been much simpler.
