Mt. Lebanon Officials React Adversely To Architect's Proposed Fee

Over the past several weeks, the Mt. Lebanon school board has discussed the possible creation of a community advisory committee to "proofread" the design and design process for the high school renovation project.

Representatives of the Pittsburgh architectural firm Celli-Flynn Brennan had said they would attend the meetings and work with the review committee.

Last night, they named their price. According to project manager and architect Kathy Stoughton, the firm would charge the school district $30,000 to $35,000 for the first two-hour meeting and $21,000 to $27,000 for each subsequent two-hour meeting.

Mr. Remeley put it lightly when he was quoted by the Post Gazette as saying that these fees are insulting. I work as a contract administrator and finance director for an architectural firm, and I cannot fathom what on Earth would justify the fees that CFB wants to charge the school district for these meetings. Was there no wording in the contract for basic services requiring the architect/engineer to present to the school staff AND the community (including the Parent-Teachers Association)?? If the 6 - 8 meetings with the CAC were not incorporated into the basic services contract, these meetings should be considered additional services, and charged to the school district on a time and materials basis at best. Surely, the school district outlined terms and conditions for any additional services, including hourly rates, in the contract with CFB?

As someone who works in this field, it is absolutely outrageous to me that CFB feels justified in charging what amounts to approximately $14,000 per hour for these meetings. If this is the way that CFB is going to conduct business with the school district at this early stage, I truly hope that the school board seriously considers terminating the contract. And if CFB is going to be kept on board, I believe that there absolutely needs to be a CAC.
